I believe they were used for mostly static engines to power mills, water pumping, Power plant generators and plenty more.
Just a general workhorse of an engine.

I think that nivapilot is probably right, the flywheel looks to be able to take a large flat belt which would either run one large machine like a generator for instance or an overhead shaft running through the whole length of a mill with belts running from it to smaller machinery. 2thumbsup
